The absence of the rule of law is treated as an economic enabler, not just a governance failure. OHCHR finds that lawlessness across Myanmar has allowed illicit economies to flourish, financing the conflict, deepening the crisis and spilling into the wider region, with human rights crises multiplying from illegal mining, drug production, human trafficking and scam centres. Economic collapse and conflict displacement have produced a labour market that economic actors and criminal organizations can exploit easily, drawing civilians into a system the report describes as marked by continuous violations and abuses. The report also finds a complex web of relationships among multiple actors and entities generating illicit gains with impunity.
