Violations are attributed to both sides in Rakhine. OHCHR finds widespread and systematic violations against the Rohingya committed by the Myanmar military and by the Arakan Army, nine years after the 2017 violence. In northern Rakhine it attributes to the Arakan Army arbitrary arrests, torture, sexual and gender-based violence, enforced disappearances, forced labour and recruitment, unlawful confiscation of land and property, and destruction of villages and religious and cultural sites, producing renewed Rohingya displacement.
